Muhyiddin letak jawatan sebagai Perdana Malaysia

 TEKS UCAPAN YAB TAN SRI DATO’ HAJI MUHYIDDIN HAJI MOHD YASSIN PERDANA MENTERI

16 OGOS 2021

 

Apa khabar semua? Saya harap saudara dan saudari sekalian sihat  wal’afiat.

1. Saya telah menghadap Kebawah Duli Yang Maha Mulia Seri  Paduka Baginda Yang di-Pertuan Agong pada jam 12.30 tengahari tadi di  Istana Negara.  

 



2. Dalam sesi menghadap tersebut, saya telah menyerahkan warkah  peletakan jawatan saya sebagai Perdana Menteri dan seluruh Jemaah  Menteri di bawah Perkara 43(4) Perlembagaan Persekutuan disebabkan  saya telah kehilangan kepercayaan majoriti Ahli Dewan Rakyat. Ini  bermakna saya dan seluruh ahli Jemaah Menteri telah meletakkan  jawatan.

 

3. Walaupun saya pada awalnya mencadangkan supaya keabsahan  saya sebagai Perdana Menteri ditentukan di Parlimen, namun lima belas  Ahli Parlimen Umno telah menarik sokongan kepada saya dan cadangan  kerjasama rentas parti yang saya kemukakan telah ditolak oleh parti-parti  pembangkang. Jelaslah saya telah kehilangan sokongan majoriti. Jadi,  tidak perlu lah lagi keabsahan saya sebagai Perdana Menteri ditentukan  di Parlimen.  

 

4. Maka, pada hari ini saya meletakkan jawatan saya sebagai Perdana  Menteri dan jawatan seluruh ahli Jemaah Menteri sebagaimana yang  dikehendaki oleh Perlembagaan Persekutuan.  

 

5. Perkara 43(4) Perlembagaan Persekutuan menyebut “jika Perdana  Menteri tidak lagi mendapat kepercayaan majoriti ahli Dewan Rakyat,  maka Perdana Menteri hendaklah meletakkan jawatan Jemaah Menteri”.  Inilah kehendak dalam Perlembagaan dan saya mesti patuh.

 

6. Rayuan ikhlas dari jutaan rakyat Malaysia agar saya meneruskan  tugas saya dan tidak meletakkan jawatan saya dengari. Namun, rayuan  ini tidak dapat saya sambut kerana saya telah kehilangan kepercayaan  majoriti Ahli Dewan Rakyat.  

 

7. Tindakan saya ini adalah selaras dengan sumpah jawatan saya  untuk sentiasa menjunjung, melindungi dan mempertahankan  Perlembagaan.

 

8. Saya telah melakukan pelbagai ikhtiar hingga ke saat akhir untuk  menyelamatkan Kerajaan Perikatan Nasional setidaknya sehingga  selesai tugas menguruskan pandemik, program vaksinasi dan pemulihan ekonomi. Tetapi ikhtiar ini tidak berhasil disebabkan ada pihak yang rakus  untuk merebut kuasa daripada mengutamakan nyawa dan kehidupan  rakyat.

 

9. Bagi saya, apa yang berlaku ini adalah ketentuan Allah s.w.t. yang  merupakan satu episod dalam sejarah perjuangan politik saya.

 

10. Enam tahun yang lalu, saya dipecat dari jawatan Timbalan Perdana  Menteri semata-mata kerana saya mempertahankan prinsip untuk tidak  berkompromi dalam kes penyelewengan 1MDB.

 

11. Saya berjuang, saya berkorban, akhirnya Allah s.w.t. mengangkat  martabat perjuangan saya sehingga saya diberikan amanah untuk  memimpin negara ini sebagai Perdana Menteri. Namun, telah ditakdirkan  bahawa hari ini adalah hari terakhir saya sebagai Perdana Menteri dan  saya redha dengan ketentuan Ilahi.

 

12. Sesungguhnya, jawatan yang telah saya pikul ini bukanlah suatu  kemegahan. Ia datang dengan suatu bebanan tanggungjawab yang  berat. Saya memimpin negara dalam keadaan krisis kesihatan dan  ekonomi yang tidak pernah berlaku sebelum ini. Pada masa yang sama  saya terus digugat dari segi politik.

 

13. Saya boleh mengambil jalan mudah dengan mengorbankan prinsip  saya untuk kekal sebagai Perdana Menteri. Tetapi itu bukan pilihan saya.

 

14. Saya tidak akan sekali-kali bersekongkol dengan kumpulan  kleptokrat, mengganggu kebebasan badan kehakiman dan membelakangi Perlembagaan Persekutuan semata-mata untuk kekal  berkuasa.

Saudara dan saudari yang saya kasihi sekalian,

 

15. Saya ingin mengambil kesempatan ini untuk memohon keampunan  daripada saudara dan saudari atas segala kekhilafan dan kelemahan  saya sepanjang saya menjadi Perdana Menteri.  

 

16. Saya dan rakan-rakan dalam Jemaah Menteri telah cuba  melakukan yang terbaik untuk menyelamatkan nyawa dan melindungi  kehidupan saudara dan saudari sekalian dalam tempoh krisis yang masih  kita hadapi pada masa ini. Namun, sebagai manusia pastinya ada salah  dan silap di sana ini. Jadi saya memohon maaf.

 

17. Saya berharap kerajaan baharu dapat dibentuk dengan segera  supaya pentadbiran negara ini tidak terganggu dan dapat berjalan seperti  biasa. Tempoh dua bulan ke hadapan ini adalah amat penting kerana kita  dijangka mencapai imuniti kelompok pada bulan Oktober. Segala  perancangan yang telah digariskan dalam Pelan Pemulihan Negara tidak  boleh terbantut. Sektor-sektor ekonomi perlu dibuka semula untuk  memastikan ekonomi negara dapat pulih dengan segera dan rakyat dapat  menjana pendapatan untuk menyara diri dan keluarga.  

 

18. Justeru, momentum pelaksanaan program vaksinasi tidak boleh  terganggu. Rekod kita mencatatkan jumlah vaksinasi harian antara yang  tertinggi di dunia mesti dikekalkan.

 

19. Jangan bimbang, kabinet saya telah menempah lebih 87 juta dos  vaksin untuk penduduk negara ini yang melibatkan perbelanjaan  sebanyak 4.36 bilion ringgit. Jumlah ini adalah lebih daripada mencukupi  untuk saudara dan saudari sekalian.  

 

20. To all my fellow Malaysians, you don’t have to worry. My cabinet  has ordered more than enough vaccines for all of you. If the vaccination  programme goes well, all of you will get vaccinated by end of October.

 

21. I hope the new government which takes over the administration of  this country will take a good care of all of you because it is the only thing  that I care about. I care for you always.

 

22. Saya senantiasa prihatin dengan nasib saudara dan saudari  sekalian kerana saya anggap saudara dan saudari sebagai anak-anak  saya sendiri. Kerana itu saya telah menekankan bahawa kebajikan  saudara dan saudari menjadi keutamaan Kerajaan Perikatan Nasional,  iaitu sebuah kerajaan yang Prihatin Rakyat.

 

23. Saya optimis bahawa negara kita akan dapat keluar daripada krisis  pandemik ini dalam masa terdekat. Saya teruja melihat perkembangan  positif beberapa hospital di Lembah Kelang di mana jumlah kemasukan  pesakit COVID-19 kategori empat dan lima semakin berkurangan.

Mudah-mudahan, dengan program vaksinasi yang semakin meningkat,  lebih banyak nyawa dapat diselamatkan dan saudara-saudari dapat  kembali menjalani kehidupan seperti biasa.

 

Saudara dan saudari yang saya kasihi sekalian,

 

24. Saya mengambil kesempatan ini untuk mengucapkan jutaan terima  kasih kepada para frontliners yang terus bertungkus lumus memerangi  pandemik Covid-19. Tidak lupa juga ucapan terima kasih saya buat  semua penjawat awam yang telah memberi kerjasama sepenuhnya  kepada saya dalam melaksanakan dasar-dasar yang diputuskan oleh  Kerajaan Perikatan Nasional. Saya berharap segala dasar yang baik  untuk rakyat dapat diteruskan pada masa akan datang.

 

25. Saya juga mengucapkan terima kasih kepada pihak industri, para  pekerja, pertubuhan bukan kerajaan, pimpinan masyarakat dan semua  pihak yang membantu Kerajaan Perikatan Nasional menyampaikan  khidmat kepada rakyat.

 

26. Saya juga merakamkan ucapan terima kasih yang tidak terhingga  kepada rakan-rakan Jemaah Menteri yg telah berkorban masa dan  tenaga bersama saya selama ini. Terima kasih juga saya ucapkan kepada  pengurusan tertinggi Kerajaan Persekutuan termasuk Ketua Setiausaha  Negara, Peguam Negara, Ketua Pengarah Kesihatan Malaysia, Ketua  Polis Negara, Panglima Angkatan Tentera, Ketua Pengarah Majlis  Keselamatan Negara dan lain-lain pegawai yang tidak dapat saya  sebutkan satu persatu. Anda semua telah banyak membantu saya menjalankan tugas dan amanah mengurus negara di waktu pandemik ini.

 

27. Ucapan terima kasih paling istimewa tentunya buat isteri saya yang  tercinta dan keluarga saya yang menjadi sumber inspirasi saya sejak  dahulu hingga ke hari ini.

 

28. Terima kasih juga kepada kepimpinan BERSATU, pimpinan  tertinggi Perikatan Nasional dari parti PAS, STAR, SAPP dan GERAKAN,  pimpinan Gabungan Parti Sarawak, pimpinan MCA dan MIC serta  sebahagian Ahli Parlimen UMNO yang terus memberikan sokongan  kepada saya hingga ke saat akhir.  

 

29. Kepada seluruh rakyat Malaysia, saya ucapkan terima kasih atas  sokongan saudara dan saudari sekalian. Saya akan terus berbakti kepada  anda serta sentiasa mendoakan kesihatan dan kesejahteraan anda  semua.

 

30. Kekal bertenang. Mudah-mudahan Kebawah Duli Yang Maha Mulia  Seri Paduka Baginda Yang di-Pertuan Agong diberikan rahmat  kebijaksanaan untuk memilih Perdana Menteri yang baharu menurut  kehendak Perlembagaan Persekutuan.

 

31. Marilah kita bersama-sama mendoakan agar Allah s.w.t. sentiasa  memelihara keselamatan dan keamanan negara kita dan mengekalkan  perpaduan seluruh rakyat.

Muhyiddin is a skillful politician, says analyst

 KUCHING (Aug 14. 2021) - A political scientist has described the offer extended by the prime minister to the Opposition to work with the Perikatan Nasional (PN) federal government as a sign of  a skillful politician who is well-advised to take a course of action in order to defuse a potential political crisis and his political predicament.

 


Political scientist Professor Dr  Jayum anak Jawan from Universiti Putra Malaysia (UPM) said the timing of the offer announced by Tan Sri Muhyiddin Yassin  “is a well calculated step to avert a potential showdown that may lead to an adverse consequence.”

 

“In that regard, the PM can be considered a skillful tactician,” he said when asked if the timing was suspicious ahead of the tabling of the confidence motion that Muhyiddin is expected to table in Parliament next month.

 

Asked if the prime minister is trying to hang onto power, Jayum said the game in politics is to gain and hang on to power for as long as one can.

 

“Otherwise, get out of politics and do something else. As a political scientist, I would be very disappointed if the PM simply gave up at the first sign of dissent towards his leadership,” he stressed.

 

He also said that the offer is a deadly bait to the Opposition, adding “ditelan mati emak, diluah mati bapak.”

 

“Take it, the opposition will head towards collapse. Don’t take it, the opposition will also suffer consequences,” he said.

 

Jayum said the voters are tired of too intense politicking when the problem posed by Covid19 pandemic is taking toll on the people.

 

Senior Fellow with the National Professors Council (NPC) Dr Jeniri Amir questioned the motive of extending the offer to the Opposition.

 

He said he does not deny the fact that the prime minister is sincere, but there is an element of the motive here.

 

“You cannot deny that somebody is in a desperate position. I think the offer is because of position. I think Anwar knows that,” he said, referring to PKR president and Opposition leader Datuk Seri Anwar Ibrahim.

 

Jeniri also believes that Pakatan Harapan (PH) leaders are aware of the motive behind the offer and have rejected it outright.

 

He said there is no reason for PH to accept the offer when their main agenda is to take over the federal government.

 

“Of course, if you are in a strong position you won’t make this kind of offer. Why only now? It is too little, too late,” he added.

 

Jeniri said the proposed reforms announced by Muhyiddin are good, but it is too little, too late.

“Anwar, in particular, wants to be the prime minister. Why do you want to be an opposition leader, given a post equivalent to a senior minister when you can become the prime minister?” he asked.

 

Sarawak DAP chairman Chong Chieng Jen said Muhyiddin is coming up with the proposals to PH in the hope of clinging to power instead of formulating policies to address the problems faced by the people daily.

 

He said it is clear that the PN government is putting the interest of holding on to power above the interest of the people.

 

“With such a selfish and incompetent government, how can one expect a responsible Opposition to give it the lifeline to continue its destruction of people’s lives and country’s economy?” Chong asked.

 

He said the prime minister should understand that the  reason underlying the calls for his resignation is his and cabinet’s failure to properly manage the Covid-19 pandemic, causing 1,342,215 Covid-19 cases and 11,691 deaths to-date and ruin to the country’s economy.

 

He said the people have totally given up any hope that the PN federal government can save the country and the people.

 

“That is why most Malaysians now want a new prime minister and a new cabinet to run this country,” he said, adding that the most important agenda for the country now is to properly manage the Covid-19 pandemic, to reduce the infection rate and the death cases and to revive the country’s economy.

 

“Therefore, the most urgent thing to do now is to replace the present prime minister and cabinet with those who are able to properly manage the current crisis,” Chong said.

 

n a special address yesterday, Muhyiddin expressed his willingness to work with parties outside of PN following a scheduled vote of confidence in Parliament.

 

He had said after the confidence vote is done, there will be a more stable and inclusive government that recognises bipartisan input in managing the pandemic.

 

He also said he will also present in Parliament a Supply Bill to limit the prime minister’s term.

 

He said all Bills including the Supply Bill that are to be tabled in Parliament will only be done after negotiations with all the MPs.

 

He also insisted that not a single MP can prove they had the majority support to be able to present themselves to the Yang di-Pertuan Agong to appoint them as the new prime minister.

 

He urged all MPs to discuss his proposals next week

More PKR members resign, Lubok Antu and Selangau branches crippled

KUCHING, May 28, 2020 -  Sarawak PKR’s two branches have been crippled following the resignations of their committees today.

They cited losing confidence in party president Datuk Seri Anwar Ibrahim and the mass sackings of party members in the state as reasons for resigning.

The branches, which have been crippled, are Lubok Antu and Selangau.

Also resigning are acting Betong chairman Noel Changgai Bucking, a member of Limbang branch Ricardo Baba and Marudi chairman Engga Sageng.

Simon Joseph, who resigned as deputy chairman of Selangau branch, along with 11 committee members, said:”We have come to this decision in full support of Baru Bian, our Member of Parliament for Selangau who has been unfairlyand unjustly treated by PKR president.

“The constant undermining by the president of Baru’s position is disappointing, especially when it was Baru’s intention to secure autonomy for Sarawak within PKR.

“We also resign in protest against the arbitrary termination and suspension of PKR members throughout Malaysia.

“These events indicate to us that there is no justice in PKR despite its name “Keadilan”.

The right to disagree and or have difference in opinion no longer exist in the party, further the Sarawak PKR leadership have been replaced totally with “yes men” and sycophants.

“This is a great disappointment to us in Selangau,” Simon said.

Noel said he resigned as acting Betong chairman after consulting the committee and party members.

“In my 10 years as a member of this party, I have had utmost respect for leaders like Baru Bian and See Chee How whose vision of a hope for a greater Sarawak is in line with my own belief as well.

Thus, with Baru no longer in PKR, I consider my season in PKR to be complete and I will consider my next move for the best interest of the people of Betong and Sarawak,” Noel said.

Ricardo,who is a university lecturer, said he resigned from PKR because he has lost faith in Anwar and the direction of the party is heading to.

He said only those who support Anwar as president benefit from the party.

Numpang Suntai, Nurina Utot resign from PKR with immediate effect

KUCHING, May 26, 2020 - PKR Stakan branch chief Numpang Suntai, his deputy Wilson Jebly Saing and committee members resigned from PKR today, saying they have lost faith in the party for deviating from its orginal principles in fighting for all.

Numpang said he joined PKR because he had so much faith in PKR applying the principles of truth and justice on which it was founded.

“Instead, I see that the party had deviated from those principles and is now focused on the personal interest and ambition of Datuk Seri Anwar Ibrahim and certain other individuals.

PKR’s overriding objective was to propel to the office of prime minister, such that they are blinded by their personal ambitions and willing to let the party split,” Numpang said in a statement.

As a result the party fell from its position of being the most powerful party to one of a mere bystander.

I had so much hope that the election result on May 9, 2018 becoming the turning point on the path of true democracy and justice for the nation.

But now I am bitterly disappointed and disgusted that all that hope is trampled by the personal ambitions of PKR’s president and certain individuals in the party,” he said.

Numpang said the split in PKR enabled the formation of a back-door government made up of the very same parties that led this nation to the despicable gutters of corruption, racism, religious fanaticism and mis-governance.

At the state level we have seen PKR’s president and certain individuals in the party shown disrespect to the Kuching Declaration 2012 signed by opposition leaders including Anwar himself.

Sarawak’s autonomy via the Malaysia Agreement (MA63) within the party was never taken seriously, as party matters continued to be decided from Peninsular Malaysia.  

The first time that I knew Baru Bian and See Chee How was in 2010 when they offered their legal services in fighting for our NCR land at Ulu Sebangan.

And this is one of reasons I joined PKR with them. I did not know it at that time, but the two of them have been helping with hundreds of NCR land cases in the state before that.

The people of Sarawak knows and are thankful for their services. But now blinded by personal ambitions, PKR leaders see the need to remove them,” Numpang said.

Apart from being the Stakan chief, Numpang was also a member of the State Leadership Council, State Election Committee and the communications chief of Kota Samarahan branch.

In Sri Aman, Nurina Umoi Utot also announced her resignation from PKR with immediate effect.

She was the Sri Aman branch deputy chief.

“I have submitted my official resignation letter to PKR headquarters,” Nurina, who works in an oil and gas industry, said.

Other committee members of Sri Aman branch, including its chairman, have resigned from the party earlier.

Sri Aman branch is now disbanded with the resignations of the branch committee.
